Call them state hospitals or state development centers,
the intent is the same - to re-institutionalize that
segment of the homeless population that can't or won't
conform to minimum social norms.

Starting with Reagan 60 years ago, state mental patients
were successfully mainstreamed into regular society.
Successful in terms of the goals of the program, which
were to reduce the cost of mental health care in the state
budget.      A disaster in terms of its effects on county
governments ill-prepared for major new unfunded mandates.

Now there's a diverse and permanent homeless population -
some who can become independent again with a little help,
some whose mental and chemical issues are too severe
to cope unsupervised - some as outpatients and some
institutionalized, and some who of their own rational
free will choose social parasitism over conforming to any
societal expectations.

Different populations with different solutions.
One-size-fits-all on the street and under the overpass
never worked.
