Same reason as opposed to gun control. Its megadonors finance the GOP for one reason only - to protect and expand minority rule and the economic and political power of the ruling class. They don't usually say that in public - it's all nudge-nudge-wink-wink in private. So to get votes, they need single-issue constituencies that can be cheaply bought with big promises and occasional small treats. But they overplayed their hand and now the Susan B Anthonys are expecting the GOP to actually deliver on its implicit promise of a complete national ban on abortion, and threatening not to vote for GOP that waver. But reproductive rights motivate a lot of educated suburban voters that Trump needs to be sure of swing states - hence his waffling about states deciding the issue. If he's re-elected with a GOP Congress, he'll forget about that and sign whatever they pass - just as with taxes in 2017. The megadonors seem to tolerate Trump because they hope this is the last election they'll have to worry about - between the old rural bias in the Constitution, the ongoing installation of reactionary justices from the Federalist Society, and the installation of Heritage Foundation Project 2025 reactionary civil service, they don't expect to lose any more elections to the modern world.
